George Alfred Joulwan was born on 16 November in Pottsville, PA. Joulwan, of Lebanese origin, is a graduate of the U.S. Military Academy and Loyola University. At West Point, he played football and basketball, earning two varsity letters as a football lineman.

He served two tours in Vietnam; from June to November and from June to January He attended the Army War College and then served on the Staff and Faculty until He commanded the 2nd Brigade, 3rd Infantry Division (Mechanized), from June to September , when he became Chief of Staff, 3rd Infantry Division.

He served in various functions at the Pentagon from until June , when he became the Deputy Chief of Staff for Operations, U.S. Army Europe and U.S. Seventh Army, Germany. In March he was given command of the 3rd Armored Division and in he became Commanding General, U.S. V Corps.
